Penn Square project is headed to court

LANCASTER COUNTY, PA - County commissioners Monday will ask Commonwealth Court to force the Department of Community and Economic Development to rule on the legality of the city's plan to help hotel/convention center developer Penn Square Partners qualify for Act 23 funding from the state.
