Most of the flowers will bloom again in the spring, after they get a good freeze. As for the mosquitos, the so called "Global Warming" will not make them any worse than before. Human ignorance will. Where there is standing water, there will be mosquitos. If you have old tires, get rid of them. If you have a pond, make sure the surface has movement. A sprayer or fountain will do a lot to keep the surface fresh. A good pump only costs around $200 and it only costs pennies to operate. If you have a large pond and you can't afford a pump, you probably bit off more than you can chew, when you bought the property. You can sell the pond, or drain it every other year. There are also tablets which can be tossed into the pond to kill the mosquito nymphs. They don't harm anything else.
Some people refuse to use poisons of any kind. I live in the city and I wish everyone who ever sees a roach or waterbug would spend a few bucks and spray their property. Also spray the lawns. The stray cats carry fleas ant ticks all over the place. If you have a dog, it will get fleas and ticks that the cats brought into your yard. Did you find a tick on your kids? While it won't kill them, Lyme disease is PERMANENT.
Japanese beetles-get milky spore. It is a dust that kills the grubs. It is very cheap and it works.
Do you have a porch or yard light? They prevent a lot of crime but, you have to pay to operate them. Why not pay a little to prevent a bug problem.
OOPS, MY MISTAKE !!! It's the government's job to get rid of the bugs.
