It was highly inappropriate for the West Hempfield Zoning Board to deny the Humane League of Lancaster County from speaking at last evening's hearing.
This not-for-profit shelter has been directly affected by Elvin High's illegal kennel and expended considerable time and money to house and provide veterinary care for the dogs seized from Elvin High's inadequate facility earlier this year.
Additionally, and per West Hempfield's own zoning ordinance, UAPM also should also have had the opportunity to speak.
Section 804.3 specifically states that the Board is to consider the "guidelines of recognized organizations concerned with the breeding of animals and the prevention of cruelty to animals"....
