High operated illegally for 21 years and still the Township gives him more time to get a lawyer and present his case to continue??? What other business, other than dog factories, allows these total violations of rules?

Elvin High is a slimy individual. I just can't wait to hear what bunch of lies he comes up with to say he has a "primary agricultural function" for his property. He has a history of lying to authorities, and I'm sure a zoning board will be no different.
He already fed them a load of bull by saying that none of the females coming to his property would be staying overnight. He is either a moron who does not know how stud services work (its not like you can just give dogs candlelight and some romantic music and they will just go at it, these things can take time, often a week or two, for two dogs to mate successfully), or, again, he is lying. My bet would be on the second option....

It was highly inappropriate for the West Hempfield Zoning Board to deny the Humane League of Lancaster County from speaking at last evening's hearing.
This not-for-profit shelter has been directly affected by Elvin High's illegal kennel and expended considerable time and money to house and provide veterinary care for the dogs seized from Elvin High's inadequate facility earlier this year.
Additionally, and per West Hempfield's own zoning ordinance, UAPM also should also have had the opportunity to speak.
Section 804.3 specifically states that the Board is to consider the "guidelines of recognized organizations concerned with the breeding of animals and the prevention of cruelty to animals".... UAPM as a PA registered 501-C-3 not-for-profit animal advocacy group qualifies for this status.

The West Hempfield Zoning Board's conduct of last evening borders on the outrageous and all citizens of West Hempfield Township should be disturbed by this behavior and abuse of power.

West Hempfield residents should contact their supervisors and let them know what they think of this travesty. Elvin High broke every rule. And the Township's denial to let United Against Puppy Mills and the Humane League, which did have total interest, both physically and financially, to speak is a travesty on top of the existing travesty.
