That tax increase was inevitable. Charlie Smithgall left a budget that included spending $7 million from unrestricted reserve funds, which would have left Lancaster City's cash balance below what lenders demand for a good credit rating. Higher interest rates would have cost City taxpayers millions of dollars for decades.

One of the few stores that actually opened in the ill-fated "shopping mall" attached to the Brunswick Hotel. After a year or two he gave up and moved to Park City, which didn't last long...
