Rubber bullets? You should be reading those items more carefully. I fear that is your grasp of the conflict.
Has the chemical involved been positively identified? What products is it in? Same chemical used in every case?
The only way to prevent such crimes is before they are committed. How come this type thing has not happened before? The chemicals have been around awhile. Such behavior used to carry a strong social taboo. Break down culture, and you have increasing amounts of this degeneracy, till full-flegded anarchy makes a reordering necessary. This vandalism (interesting etymology) is but one symptom, the tip of the iceberg.
Fight it, or prevent it. Only one is proven successful.

My grasp of the conflict is based on my personal experiences from being there. I once got caught in the middle of a rock-throwing incident just north of Bethlehem, on the road to Jerusalem. I personally saw IDF soldiers using rubber bullets against a group of teenagers.

This kind of attitude is exactly why there is so much hatred and intolerance in the world. I found from personal experience that 99% of both Israelis and Palestinians are normal people like most of us. It is only the extremist elements that tarnish the reputation of all, EXACTLY like they have been doing in the U.S. for the last seven years.

I was very thankful there was a Palestinian neighborhood not far from my hotel. On Saturday, they had the only restaurants and shops that were open. And the Palestinians cook far better pizza than the Israelis do.

They weren't "children", they were more like teenage thugs, the kind that would join a street gang in the U.S. And they were definitely not small stones, they were plenty big enough to hurt someone. We were told they deliberately provoke the IDF soldiers, trying to start an incident.

Wasn't there a country recently that caught a kid doing something, and he was given a punishment of lashes or paddled publicly??
