There are alot of them in the city of Lancaster, I was wondering if they might be up to the same thing as this guy was.

You do have to have a license to be a contractor.

There is no major obstacles in becoming a licensed contractor, all you really need to do is pony up some money for the license fee and possibly show proof of insurance.

My home state of CA requires all contractors to be licensed which requires passing a number of tests. Even then you'll find dishonest people.

The Lanc Cnty website has a civil court database that can be easily searched. It may be some help in screening out the less reliable contractors in this area.
